NSW Treasurer Mike Baird said he was not aware of any strategy to use information leaks to force the federal government's hand.
"I'm not aware of any leaked material in any way, shape or form," he told reporters in Sydney on Tuesday.
"We saw the federal government taking over an issue, point their fingers at the state rather than getting out and fixing up the problem."
He said the NSW government had always sought to strike a balance between the protection of agricultural land and mining interests.
"We believe that that framework is a strong one, it is the strongest in the country and, certainly, that's what we're working towards," he said.
