WHAT STARTS/ENDS ON JANUARY 1, 2013:

* Australia starts sitting on UN Security Council, for two years

* Shift single parents who receive parenting payments to the Newstart allowance when their youngest child turns eight. Budget saving of $728 million over four years

* Afghan interpreters working with Australian troops can seek resettlement in Australia if they believe they are in danger from the Taliban

* Kyoto Protocol second commitment period starts

* Standing Council on Disability Reform starts

* Native title claims mediation moves to the Federal Court

* New fees for big users of court system

* 30th anniversary of the Australia New Zealand Closer Economic Relations (CER) agreement

* Reduce overseas portability of certain social security payments from 13 to six weeks (does not affect the age pension of the severely disabled)
